Dec. 3 Council update: zoning amendment for Lanterns Planned Development Plan moves forward; construction contracts for several upcoming stormwater projects approved

A zoning amendment for the Lanterns Planned Development Plan, construction contracts for several upcoming stormwater projects and the final reading for a decrease in the Town’s mill levy rate were all key topics on Town Council’s Dec. 3 meeting agenda.

  • Ordinance approving a zoning amendment for the Lanterns Planned Development Plan moves forward – Town Council approved on first reading a proposed zoning amendment for the Lanterns Planned Development Plan. The amendment allows for the creation of a 5-acre planned-use area, the addition of a church or place of worship as a permitted land use, absorption of a 5.2-acre lot at Crystal Valley Parkway and Plum Creek Boulevard, and establishment of a Master Sign Plan to standardize community signage design and placement.

    The amendment does not increase the maximum number of dwelling units, introduce new housing types, eliminate the traditional and age-restricted planning areas, add or remove any uses previously permitted.

    The Lanterns community is a planned development annexed into the Town in 2002. The site is located south of Crystal Valley Parkway and allows for 1,200 single-family units. About 51% of the community is designated open space or public land.

    A second reading of the ordinance is required before the zoning amendment is finalized.

  • Construction contracts for several stormwater projects approved – Town Council approved the resolutions awarding construction contracts to 53 Corp. LLC for three new stormwater capital improvement projects.

    The Industrial Tributary Stabilization Project is a $1.49 million project located along Town open space east of Philip S. Miller Park. The improvements include grade-control structures for improved water quality. The McMurdo Gulch Stream Reclamation Project is a nearly $1.2 million project located between the Terrain and Cobblestone Ranch neighborhoods. That work includes grading, bank protection and vegetation restoration. Finally, the McMurdo Gulch – Terrain Channel Improvements project is a nearly $757,000 project that will include stream channel improvements along McMurdo Gulch from State Highway 86 to Valley View Drive.

    These projects are funded through Stormwater rates and fees. Additionally, the Cherry Creek Basin Water Quality Authority is contributing funding to the McMurdo Gulch project. A developer is jointly funding the McMurdo Gulch – Terrain Channel project.

  • Decrease in the Town’s mill levy rate finalized – Town Council finalized a decrease in the Town’s property tax mill levy rate from 1.330 mills to 1.196 mills for 2020. The Town Charter caps the growth in this revenue source to 5.5% annually, so the mill levy must be lowered due to an 18% increase in property valuation within Town. The proposed rate means the owner of a median-valued home in Castle Rock ($427,537 as of May 2019) would pay $36.56 in annual Town property tax in 2020.
