Town Council Update Aug. 20

Aug. 20 Council update: feedback provided on proposed 2020 budget; potential Downtown redevelopment project moves forward

An introduction on the Town’s Proposed 2020 Budget and the proposed Encore redevelopment project south of Town were two major topics on Town Council’s Aug. 20 meeting agenda.

Here’s a more in-depth look at those major agenda items:

  • Introduction of the Proposed 2020 Budget – per public feedback, the Town Manager’s Proposed 2020 Budget will continue to prioritized public safety, transportation and water initiatives. The $228 million budget includes three new Police Department positions, $10.6 million toward annual pavement maintenance, and water projects totaling more than $40 million. Additionally, the budget proposed decreasing water rates by .9% for the typical residential customer and increasing growth-related impact fee charges on new construction.

Town Council provided feedback during the initial introduction Tuesday night. Staff will bring the proposed budget back before Council for formal adoption in September. View details at

  • Proposed Encore redevelopment project moves forward – new life could be on the way for the area immediately south of Town Hall. Council approved on first reading (6-1) a key item in the proposed Encore redevelopment project, the redevelopment agreement. The second reading of the agreement will be at the Sept. 3 meeting.

If approved, the Town would share in some project costs in exchange for 308 public parking garage spaces and other amenities, including the Downtown railroad quiet zone. Additional Town-purchased public amenities would include a new civic plaza between Town Hall and Encore, along with a roundabout at Wilcox and South streets.
