July 16 Council update: resolution approving the Downtown Mobility Master plan approved; discussions continue on proposed Encore development under consideration near Town Hall

Town Council Tuesday approved the annexation of a 70-acre property known as Ridge Estates. The property, located south of Crystal Valley, will include a residential neighborhood consisting of 52 dwelling units on half-acre lots designed to preserve the natural features of the area. Council also approved a proposed accessory dwelling unit near Downtown. Accessory dwelling units by definition are second small dwellings on the same grounds as a single-family home.

Here’s a look at a couple other items Council discussed Tuesday:

  • Resolution approving the Downtown Mobility Master Plan finalized – Due to the unique character and historical nature of Downtown, for the past year, staff has looked at creative ways to increase mobility in the area. Last night, Town Council approved the Downtown Mobility Master Plan. The goal of the plan is to guide future Town decisions on transportation items that assist with improving mobility for multiple modes of transportation, reducing congestion and improving access throughout Downtown. Additionally, the plan anticipates future growth and priorities projects based on need.

  • Update received regarding proposed development under consideration near Town Hall – Town Council received an update on a potential development under consideration near Town Hall. Encore Castle Rock would bring a mix of office, retail and residential space on the block immediately south of Town Hall. The site would replace the old liquor store, two former car-care centers and the Town Hall parking lot. Once complete the potential development would bring 300 public parking spaces, a new civic gathering location and the railroad quite zone – meaning train engineers would no longer be required to regularly sound train horns through Downtown. Additional Council discussions on this topic are planning for the Aug. 20 and Sept. 3 meetings.
