Stay connected to Town Council

Your Town Council representatives meet twice a month, and during those meetings, Councilmembers make decisions that impact you, our residents and business owners. This email will help you stay connected with those decisions. 

Generally, Council meetings are held the first and third Tuesdays of the month. Meetings begin at 6 p.m. in the Town Hall Council Chambers, 100 N. Wilcox St. These meetings are open to the public.

Meadows Parkway reconstruction
Maintaining Town roadways for safety and efficiency is important to the Town of Castle Rock. Tuesday, Town Council will consider a contract with Schmidt Construction Company for the reconstruction of Meadows Parkway, between U.S. 85 and Prairie Hawk Drive.

The concrete pavement, which was installed in the 1980s, has reached the end of its life. Crews will tear out that concrete and replace it with asphalt, starting around Memorial Day. Construction is expected to last through August. Explore alternate routes at The Town has budgeted $2.2 million for the project.

During construction, one lane of traffic will be maintained in each direction, along with access to businesses. The Town knows drivers will experience temporary inconvenience for this long-term gain. Sign up for email updates and explore alternate routes at

Two ordinances to implement voter-approved at-large Mayor structure with special election
Town Council will be considering the second reading of two ordinances necessary for a special election May 15.

The special election is a necessary follow-up to the November 2017 election in which voters approved an at-large Mayor structure. While the election changed language in the Charter regarding the overall structure of Town Council, the citizen-initiated petition that provided for that election did not identify elements such as qualifications for Mayor (age, residency, voter status, etc.) and a timeline for the transition to the new structure.

For recommendations on that, Town Council appointed a Citizen Advisory Committee. The Committee met in January to make recommendations to Council. Specifically, the Committee recommended the Mayor be a registered elector of Castle Rock, a Castle Rock resident for one year, and a citizen of the United States. The Committee also recommended the first election date for the at-large Mayor be Nov. 6, 2018. Finally, the Committee recommended the Town complete the redistricting from seven to six districts in 2018. 

Using the Committee’s recommendations, Town Council in January directed staff to prepare the ordinances necessary to call a special election for May 15, 2018, and set ballot language for two ballot questions. Council approved the first reading of both ordinances on Feb. 6.

Castle Rock Water

Construction contract for stormwater improvements
Protecting the community from flooding is an important priority for Castle Rock Water’s Stormwater Division. Town Council will be considering Tuesday a construction contract to begin stormwater improvements along the Douglas Lane Tributary. The project includes stream stabilization and erosion protection along the drainageway between Plum Creek Boulevard and the confluence with East Plum Creek. Additionally, there will be improvements made to the existing Heckendorf Regional Detention Pond.

This project will be funded through the Stormwater Fund (approximately $1.1 million). If approved by Town Council, construction is scheduled to begin in March and be complete this summer, weather permitting.

ACC collaborative campus discussion
Town Council will be approving the next steps for the Arapahoe Community College collaborative campus. The goal of the collaborative campus is for students and career professionals in Castle Rock to have local access to higher education and workforce training. The $40 million campus will be located on a 14-acre site near the Castle Rock Adventists Hospital in The Meadows. The joint project between the Town, Douglas County Schools, Arapahoe Community College, Castle Rock Economic Development and Colorado State University will help connect educational resources at one location.

Arapahoe Community College is expected to give a presentation Tuesday on the outside appearance and design of the campus. Town Council will consider approval of the exterior design at this time.
