June 6 Town Council update

The first reading of the Memmen parcel annexation proposal and Memmen Young Planned development zoning moved forward, and an agreement with Douglas County for Crowfoot Valley Road improvements was approved at Town Council’s June 6 meeting. 

Here is a closer look:

Memmen parcel annexation and Memmen Young planned development zoning amendment — Town Council conditionally approved the first reading of an annexation ordinance for the 5-acre Memmen parcel (Approved 5-2, For: Gray, Bracken, Brooks, Hollingshead, LaFleur; Opposed: Cavey, Dietz), along with a zoning amendment for 175.5 acres of land in the Town and the 5-acre parcel (Approved 5-2, For: Gray, Bracken, Brooks, Hollingshead, LaFleur; Opposed: Cavey, Dietz).

The annexation applicant, Barbara J. Lincoln, is proposing that 5 acres located west of Ridge Road, north of Plum Creek Parkway and south of Fifth Street be annexed into the Town and incorporated into the proposed amended Memmen Young planned development. 

If the annexation of the 5-acre parcel and the amendment to the Memmen Young planned development are approved, the amended planned development would encompass 180.5 acres, allow for 562 single-family detached and attached dwelling units and include 86.9 acres of open space. This proposal represents a reduction of 342 dwelling units – a 38% decrease from what is currently zoned to be built on the site. The current zoning, which allows for 904 residential units, was approved by Town Council in 1985. 

In addition to the proposed reduction in dwelling units, the proposal includes an increase of 31 acres of parks and open space for the community to enjoy and conveyance of the underlying groundwater rights to the Town.

The 5-acre property proposed for annexation is currently zoned in unincorporated Douglas County for agricultural uses, places of worship, public and private schools and single-family residential development on lots ranging from 2 to 35 acres. 

As a condition of annexation approval, the applicant will be required to have additional responses on the issues of access, blasting and traffic at the time of the site development plan public hearings. The zoning was approved with the condition that the major ridgeline area include no residences, along with the same conditions as the annexation. The annexation and zoning second reading will be on the June 20 Council meeting agenda.

Crowfoot Valley Road Intergovernmental Agreement — Council approved the Intergovernmental Agreement with Douglas County regarding financial contributions for the Crowfoot Valley Road widening project. 

Crowfoot Valley Road connects northeast Castle Rock to northern Douglas County. Planned improvements include additional lanes, a traffic signal at Sapphire Pointe Boulevard, bike lanes and complete sidewalks along the corridor between Founders Parkway and Macanta Boulevard. 

The total estimated design and construction cost for the project is $7.5 million. Approval of the agreement enables the Town to obtain $1,706,000 from the County for design and construction. Design is anticipated to be complete in 2023. Timing of the construction is still being assessed, but the traffic signal at the intersection with Sapphire Pointe Boulevard is projected to be complete in first quarter 2024.

Council also moved forward items regarding parking in Castle Rock: parking requirements for multifamily developments; a potential neighborhood parking permit program (Approved 4-3, For: Gray, Bracken, Brooks, Hollingshead; Opposed: Cavey, Dietz, LaFleur); and regulations on large vehicle parking in residential areas. 

Under unscheduled public appearances, several members of the public discussed an item that was not on the agenda, concerning the Town’s code involving sexually oriented businesses and activity. No action resulted from this item.
