April 18 Town Council update

A design consultation contract for the Plum Creek Water Purification Facility expansion and a proposal for a single-family, for-rent residential housing project in Bella Mesa were approved at Town Council’s April 18 meeting.

Here is a closer look:

PCWPF expansion design contract  — Council approved a design consultation agreement with Burns & McDonnell Engineering Company Inc. for the Plum Creek Water Purification Facility expansion project. 

The expansion project is a key component of Castle Rock’s long-term renewable water plan and will double the PCWPF treatment capacity from 6 million gallons per day to 12 million gallons per day. Facility improvements will include expanding water treatment and solids-handling systems, increasing high-service pumping and installing an emergency electrical generator. 

Under the proposed contract, the Town will pay the design firm up to $2.5 million for its work. Completion of the design portion of the project is expected by summer 2024. Construction of the improvements will follow. The total funding need estimated for the project is $65 million, which water rates and fees are expected to accommodate. 

Bella Mesa single-family residential housing project — Town Council approved (Approved 4-1, For: Gray, Dietz, Hollingshead, LaFleur; Opposed: Cavey; Abstain: Brooks) a site development plan for a 105-unit, for-rent community consisting of single-family attached and detached structures within the Bella Mesa planned development. 

The development will have 220 on-site parking spaces throughout the project. The 9-acre property is located at the northwest corner of Mikelson Boulevard and Mitchell Street. The applicant, NorthMetro, has branded the project Avilla at Founders Village. 

Current zoning allows a maximum of 186 dwelling units on the property. Permitted uses on the property include detached and attached single-family units, multifamily units, community centers and private recreational facilities.
