[ARCHIVED] Provide input on proposed partnership for Town indoor sports development facility

Proposed recreation facility open house June 14

The Town’s Recreation Center opened in 1988, when Castle Rock’s population was 8,000. That facility was expanded in 1996 and again in 2005. The Miller Activity Complex opened in 2014, to serve a community that had grown to 55,000 residents.

The Town’s Parks and Recreation programs are award-winning, and demand for them and space for organized sports has increased – so much so that more than 5,000 prospective participants have been waitlisted for gym and field space, summer camps, lap lanes and other programming since January 2021.

The Town contracted with Barker Rinker Seacat Architecture for a recreation facility study to analyze the needs related to a potential third facility. The study found the Town had the ability to fund a recreation facility; however, it doesn’t own land that is clearly suitable for such use. As it sought a suitable location for such an amenity, the Town issued a request for proposals for potential project partners.

One respondent came forward, proposing to partner with the Town to provide a site, build – and potentially carry financing for – a sports-development center of roughly 100,000 square feet at the site of the former Acme Brick facility at 401 Prairie Hawk Drive.

The respondent, Confluence Companies, is proposing a mixed-use development, called the Brickyard, on that site that would include for-rent and for-sale residences, a hotel, office and retail spaces, restaurants and more. The proposed Town recreation facility would be adjacent to the Brickyard development. Separately, the Town will consider any necessary land use entitlements, such as zoning and site development plans for the proposed Brickyard development.

Amenities within the Town facility would include fitness areas, multi-court gyms, an elevated indoor track and a 10-lane pool. The roughly $65 million project is envisioned to be constructed using existing Parks and Recreation impact fees, and its ongoing operations funded mostly through entry fees and charges for programs.

The Town is seeking resident input on the proposal, and there are a few opportunities to provide feedback. An open house will be held from 4 to 6 p.m. Tuesday, June 14, at The Millhouse at Philip S. Miller Park, 1381 W. Plum Creek Parkway. There are no formal presentations, so drop by anytime during the open house to learn more and provide input.
