Sept. 21 Town Council update

The first reading of the Proposed 2022 Budget and a construction contract for the Craig and Gould North Infrastructure Improvements Project were the main topics on Town Council’s Sept. 21 meeting agenda.

Here is a closer look:

  • Proposed 2022 Budget – The Proposed 2022 Budget will continue to prioritize police and fire, roads, water, and parks and recreation. The proposed budget requires positive voter approval of the Town’s four November ballot measures. Two ballot measures would provide additional funding for police and fire – a new housing construction tax paid by builders and a TABOR revenue cap timeout, which would allow the Town to build a new interchange at Interstate 25 and Crystal Valley Parkway. Another ballot measure is a 0.1% sales tax increase that would provide additional funding for open space and trails. The final ballot measure is a lodging tax that would provide funding for parks and recreation purposes. If voters do not approve one or more of the ballot measures, the proposed budget will need to be reduced to reflect available resources.

    The current $303.8 million Proposed 2022 Budget includes $120.5 million for capital improvements and $18.5 million for annual pavement maintenance.

    The proposed budget accounts for annual growth in sales tax revenue budgeted at 4.5%. The Town’s property tax mill levy rate is expected to be about 1.136 mills, down from this year’s 1.196, when finalized in December. This decrease is required by Town Code, which states property taxes may only increase by 5.5%. Due to increased property values, the reduction would be necessary to stay within that limit. Currently, the owner of a median-valued home in Castle Rock ($449,947.50) pays $38.48 in property tax annually to the Town. A decrease in the mill levy rate would reduce that amount to $36.59, assuming there is no change in median home values.

    A slight decrease in combined current water rates for the average existing residential customer, and an increase in growth-related water system development fees, are also planned for 2022.

    Town Council approved the first reading of the proposed budget Tuesday. The second and final reading is planned for Dec. 7. Learn more at CRgov.com/2022Budget.

  • Craig and Gould North improvement project – Town Council approved a construction contract with JBS Pipeline LLC for the Craig and Gould North Infrastructure Improvements Project. The project is located in the Craig and Gould North neighborhood near Fifth and Front streets. Improvements will generally include upgrading the area’s streets, alleys, storm drainage, water and sanitary sewer to meet current standards and replace aging infrastructure. Water and sewer lines in the area are between 60 and 80 years old. To maintain a high level of service, rehabilitating and replacing aging infrastructure is a key strategic priority for Castle Rock Water.

    The $7.6 million project is scheduled to begin in late fall 2021 and be complete by summer 2023. The project will be funded through the Transportation, Stormwater, Water and Wastewater funds.
