[ARCHIVED] Sept. 7 Council update: Proposed 2022 Budget introduced

Town Council update Sept. 7

An introduction of the Proposed 2022 Budget was the main topic on Town Council’s Sept. 7 meeting agenda.

Here is a closer look:

  • Proposed 2022 Budget – Per public feedback, the Proposed 2022 Budget will continue to prioritize police and fire, roads, water, and parks and recreation. The $303.8 million budget includes $120.5 million for capital improvements; $22.2 million for debt, interfund loans and transfers between funds; and $161 million for operations, including $18.5 million for annual pavement maintenance.

The proposed budget accounts for annual growth in sales tax revenue budgeted at 4.5%. And, property tax revenue budgeted at an increase of 5.5%; the corresponding mill levy rate is expected to drop below the 2021 rate of 1.196 mills when finalized in December. A slight decrease in combined current water rates for the average existing residential customer, and an increase in growth-related water system development fees, are also planned for 2022.

The Proposed 2022 Budget is based on positive voter approval of the Town’s four November ballot measures. Two ballot measures provide additional funding for police and fire – a new housing construction tax paid by builders and a TABOR revenue timeout, which will also allow the Town to build a new interchange at Interstate 25 and Crystal Valley Parkway. Another ballot measure is a 0.1% sales tax increase that would provide additional funding for open space acquisition. The final ballot measure is a lodging tax that would provide funding for parks and recreation purposes. If voters do not approve one or more of the ballot measures, the proposed budget will need to be reduced to reflect available resources.

The first reading of the budget and 2022 property tax mill levy is planned for Sept. 21. Learn more at
