July 20 Council update

Castle Rock residents have not approved a tax increase since 1994. To help ensure the Town can continue to provide a great quality of life for residents and keep Castle Rock special, ordinances placing four questions on this November’s ballot to strengthen the Town’s financial position were main topics on Town Council’s July 20 meeting agenda.

Here is a closer look:

  • Ordinances for four revenue questions on the November 2021 ballot move forward – Additional financial resources are needed to help the Town’s Fire and Police departments maintain high-quality services as the Town grows. More resources are also needed to preserve and maintain open spaces and trails and to support other parks and recreation needs.

    Town Council approved the first reading of the language for four ballot questions to be added to the November 2021 ballot:
    • New home construction tax – A tax of up to $7 per square foot on permits for new single- and multi-family homes built in Castle Rock, to be used solely to fund 75 additional police and fire positions over the next five years, along with related equipment, training and operational needs. 
    • Lodging tax – A 6% tax on overnight stays of less than 30 days in Town, to use solely to bolster the Town’s parks and recreation services, including park maintenance.
    • 0.1% sales tax increase – An additional tax of one penny on every $10 taxable purchase to use solely for open space and trails purposes, including for preserving open space. (Approved 6-1, For: Cavey, Dietz, Gray, Hollingshead, Johnson and LaFleur; Opposed: Bracken)
    • 10-year TABOR timeout – Without raising taxes, temporarily lifting restrictions on Town revenue to use solely for police, fire, EMS and transportation purposes – including to construct a new interchange at Interstate 25 and Crystal Valley Parkway.

Also on the agenda, Town Council approved a resolution finalizing the 2021-2025 Consolidation Plan and Citizen Participation Plan. These plans were required by the U.S. Department of Housing and Urban Development as part of the Community Development Block Grant program. Last year, Town Council accepted entitlement status to be eligible to receive an allocation of funding to be used primarily for the benefit of low- to moderate-income households. The Town’s CDBG funds are planned to be used for senior and ADA-related projects.

The Tuesday, Aug. 3 meeting was canceled so that Town Council can attend Castle Rock Police’s National Night Out event. The next Town Council meeting is Tuesday, Aug. 17.
