July 6 Council update

A discussion regarding four potential ballot measures to provide additional resources for police, fire, parks and open space was the main topic on Town Council’s July 6 meeting agenda.

Here is a closer look:

  • Proposed ballot measure discussion – Additional financial resources are needed to help the Town’s fire and police departments maintain the same high-quality service in which they presently perform, as the Town grows. More resources are also needed to acquire and maintain open spaces and trails, and to support our parks and recreational activities.

    Town Council directed staff to prepare ordinances for four proposed November ballot measures:
    • New home construction tax (this would not apply to existing homes) on new multi-family and single-family residences to add 75 fire and police positions between 2022 and 2026 
    • 6% lodging tax on hotels and motels to support and maintain our parks and recreation services 
    • .1% sales tax increase to fund acquisition and maintenance of open space and trails (Approved 5-1, For: Cavey, Dietz, Gray, Johnson and LaFleur; Opposed: Bracken)
    • 10-year “timeout” from revenue restrictions of the State’s TABOR law which would not increase taxes but rather, allows the Town to keep collected revenue to build a new interchange at Interstate 25 and Crystal Valley Parkway, and support our police and fire services

Also on the agenda, Town Council approved a resolution finding the StorQuest-Liggett Road property meets the eligibility requirements for annexation into the Town. The property is currently in unincorporated Douglas County, and is located near State Highway 85 and Liggett Road.

The property consists of four parcels, three of which are zoned General Industrial and one zoned Agriculture 1 in Douglas County. The applicant is planning to redevelop the property and construct about 98,000 square feet of indoor mini storage and outdoor RV storage. Next steps will be a public hearing with the Planning Commission before the annexation proposal goes before Council for final approval.

Town Council presented two proclamations, one honoring the 50th anniversary of the Castle Rock Senior Activity Center and another observing July as Smart Irrigation Month.
