TC Update April 20

A discussion regarding traffic control options along Crowfoot Valley and a site development plan for new homes in the Terrain area were key topics on Town Council’s April 20 meeting agenda.

Here is a closer look:

  • Crowfoot Valley Road traffic control discussion – Town Council reviewed public feedback and received an update regarding future improvements and traffic control measures for the corridor of Crowfoot Valley Road between Founders Parkway and Sapphire Pointe. The current five-year Transportation Capital Improvement Program plans for improvements at the intersection of Crowfoot Valley Road and Sapphire Pointe Boulevard and widening Crowfoot Valley Road to four lanes.

    Based on community feedback, staff recommended – and Council unanimously approved – installing a traffic signal at each of the four intersections within the Town, if or when conditions warrant. This means the planned roundabout at the Sapphire Pointe intersection will not move forward. A future right turn lane at Knobcone Drive was also added to the recommended improvements. Additionally, staff will further examine how speeds might be reduced in the corridor.

    In January, Town staff held a virtual public meeting to discuss traffic-control options. The conversation focused on the section of Crowfoot Valley Road between Founders Parkway and Sapphire Pointe Boulevard. Several traffic-control options were discussed for each intersection including roundabout, traffic signal and stop sign controls.

    Following Council discussion, a traffic signal at the intersection will be planned when legal warrant conditions are met.

  • Terrain North Basin Village site development plan – Council also approved (5-2, For: Bracken, Dietz, Gray, Hollingshead and LaFleur; Opposed: Cavey and Johnson) the site development plan for the Terrain North Basin Village development, along Castle Oaks Drive. The plan includes approximately 95 single-family homes and more than 36 acres of open space along McMurdo Gulch. The site was originally annexed and zoned in 1981.

Also on the agenda, Town Council finalized (4-3, For: Bracken, Gray, Hollingshead and LaFleur; Opposed: Cavey, Dietz and Johnson) an ordinance approving The View at Castle Rock redevelopment and financial agreement. The View is a planned mixed-use project and parking structure at the northeast corner of Sixth and Jerry streets. The Town will purchase 100 public parking spaces in the project’s parking garage. The project will bring 221 for-rent units – along with retail, restaurants and office space – to north Downtown.

Council had also been scheduled to review initial results of the 2021 community survey but moved this item to the May 4 meeting agenda to ensure ample time for discussion.

The next regular Town Council meeting is Tuesday, May 4. The meeting will begin an hour early, at 5 p.m., with Council’s review of the community survey.
