Feb. 16 Council update

The development plan for the Canvas at Castle Rock Townhomes and ordinances amending provisions of the Promenade at Castle Rock development were both topics on Town Council’s Feb. 16 meeting agenda. 

Here is a closer look:

  • Canvas at Castle Rock Townhomes Site Development Plan – Town Council approved (6-1, with Councilmember Cavey opposed) a development proposal for the Canvas at Castle Rock Townhomes. The 10.75-acre site is currently undeveloped and located at Crystal Valley Parkway and Plum Creek Boulevard, near Fire Station 152. The plan proposes 26 for-lease townhome buildings (102 units), a clubhouse and other amenities. While the plan proposes 102 units, the zoning allows for up to 224 units. Additionally, the proposed open space of 42% is more than double the minimum 20% required.

    The property was originally annexed and zoned in 1984. That zoning was most recently amended in 2016. Multifamily is among the permitted uses.

  • Promenade at Castle Rock Planned Development Plan and development agreement – Town Council approved the first reading of ordinances amending the Promenade at Castle Rock’s development plan and public finance agreement. This proposed amendment updates the plan for development for the area generally located in the center of the Promenade, near Sam’s Club.

    The developer is planning a multifamily residential area (up to 300 units) and a half-acre outdoor commons park for general public use, which could include a lawn, planted green space, walking paths, and central gathering space. This will be accomplished by reducing the existing business/commercial use area by 10.42 acres. As part of the amendment, ownership of 43 acres of undeveloped land on the east side of Interstate 25 at Castle Rock Parkway will be transferred to the Town and turned into open space, preventing any future development on that 43-acre parcel. Additionally, the Town will receive a larger portion of the sales tax from the entire Promenade development as part of the amended financial agreement.

Coming up

A study session is scheduled for Tuesday, Feb. 23, at 5 p.m. Study sessions are intended for informational purposes, and no voting or formal action will be taken. These sessions are open to the public. However, public comment will not be taken.
