Jan. 19 Town Council Update

Discussions regarding the Town’s 2021 community survey and a potential Castle Rock public health department were both topics on Town Council’s Jan. 19 meeting agenda.

Here is a closer look:

  • 2021 community survey discussion – Staying in touch with residents is a key priority for the Town. A community survey is part of the Town’s 2021 Major Projects Work Program. The Town has retained ComEngage to conduct the survey and provide results.

    The goal of the survey is to help the Town better understand how the community views its Town government. Once the survey is finalized, it will be administered to randomly selected households online, by mail and by phone from mid-February to mid-March. In mid- to late March, the entire community will get the chance to respond. Results are anticipated in April and will be used for ongoing strategic planning and budgeting purposes.

  • Discussion regarding a Castle Rock public health department – In July 2020, Town Council directed staff to research public health departments, with specific consideration of Castle Rock forming its own public health agency. Castle Rock, and all of Douglas County, are part of Tri-County Health Department, which also serves Adams and Arapahoe counties. There are currently no municipally operated health departments in Colorado that do not also comprise of county operations, like the City and County of Broomfield and the City and County of Denver.

    A Castle Rock health department would remain under the authority of the Colorado Department of Public Health and Environment and would not be exempt from State health orders and recommendations.

    Town Council discussed several considerations including the duties and responsibilities of public health agencies as identified in the Colorado Revised Statues; history, structure and services of Colorado health departments; and budget impacts. Council also reviewed information about Douglas County’s plans to form its own health department, independent of TCHD, beginning in 2023.

    Following the discussion, Council directed Town staff to prepare a resolution encouraging Douglas County to expedite its withdrawal from TCHD and seeking Town role in the governance of the new County health department. Town Council will consider approving that resolution at a future meeting.
