Dec. 15 Council update

A third round of the COVID-19 Small Business Grant Program, resolutions extending remote participation in Town Council and Town board and commission meetings, and a construction contract for the Metzler Ranch Pond Retrofit Project were all topics on Town Council’s Dec. 15 meeting agenda. 

Here is a closer look:

  • Third round of COVID-19 Small Business Grants approved – At its Dec. 15 meeting, Town Council authorized (6-0, Mayor Gray abstained) 87 third-round COVID-19 Small Business Grants totaling more than $1.3 million. Council also directed staff to reexamine denials of grants to nonresident franchise owners in prior rounds and award grants to those who are Douglas County residents if otherwise qualified.

    With these third-round awards, Town Council will provide for more than $1.8 million in grants directly to small businesses in Town. This represents more than half of the Town’s total federals CARES Act allocation of roughly $3.5 million being used for this program.

  • Resolutions continuing electronic participation in Town Council and board and commission meetings approved – Town Council approved resolutions to allow remote participation in Council meetings indefinitely and remote board and commission meetings, as approved by the Town Manager, through June 30, 2021. In March, Town Council put in place by resolution protocols for holding and attending Town meetings virtually. The ability to hold remote Council meetings existed through 2020.

    Councilmembers can continue to participate in meetings, quasi-judicial hearings and executive sessions virtually. Hybrid meetings, which also allow virtual public participation, will continue until the majority of Council deems that no longer appropriate.

  • Resolution approving a construction contract for the Metzler Ranch Pond Retrofit Project finalized – Town Council approved a resolution for a construction contract with 53 Corp. for the Metzler Ranch Pond Retrofit Project. The project will restore the water quality and flood control features in the detention pond. These features are necessary to maintain the Town’s stormwater discharge capabilities and reduce the risk of flooding on Front Street.

    The project is at the intersection of Front Street and Sam Walton Lane, near Metzler Ranch Park. Work will include expanding the volume of the pond by 3.8 acre-feet, constructing two new concrete basins to collect sediment before it enters the pond, adding a water quality micro-pool at the outlet and stabilizing a maintenance access route. The $850,000 project will be funded through stormwater capital funds.

Also on the agenda, Town Council reviewed the Town 2021 major project list. These projects were identified during the 2021 Budget process. Progress on the projects will be reported to Council and the community quarterly at
