Oct. 6 Town Council Update

A resolution stating opposition to Colorado Proposition 113 and the adoption of the National Popular Vote Interstate Compact and a discussion regarding the second round of grants as part of the COVID-19 Small Business Assistance Grant Program were both topics on Town Council’s Oct. 6 meeting agenda.

Here’s a closer look at those items:

  • Resolution opposing Colorado Proposition 113 approved – Town Council approved (5-1, with Councilmember Johnson opposed) a resolution that states the Town’s opposition to Colorado Proposition 113 and the adoption of the National Popular Vote Interstate Compact.

    In the November election, voters will be asked to decide on Proposition 113. If passed, the bill would enter Colorado into an agreement among states to elect the President of the United States by a national popular vote. If the bill is voted down, Colorado would maintain its current system of awarding its nine electoral votes to the presidential candidate who is the winner of the Colorado popular vote.

    The resolution formally declares the Town’s opposition to the proposition and interstate agreement.

  • Additional COVID-19 Small Business Support Grant Program moves forward – In September, Town Council authorized staff to provide a second round of grants to support local small businesses impacted by the COVID-19 pandemic. Grants will be provided to eligible businesses that can provide documentation of business interruptions – including revenue losses of at least $5,000 – between May 1 and Aug. 31, 2020, when compared to the same period in 2019.

    Fifty-four applications were submitted online. A team of staff members and community partners reviewed the applications against the approved criteria. Town Council awarded (5-0, with Mayor Gray recused) 36 of the businesses each a $5,000 grant. Town funding of the grant program is anticipated to be reimbursed under the federal CARES Act.

    Council directed staff to review all applicants that could potentially qualify for the grants as a personal service business, as classified by the State, rather than a professional service business. Professional service businesses were ineligible for the program.

Also on the agenda, Council reviewed a draft inventory of vacant/pending entitled property in Town. This review helped identify issues that should have a Town policy response to help ensure the best possible outcomes as the community continues to build out. Also, Council reviewed a draft Metro District Model Service Plan, which will set property tax, debt and other limitations on future metro districts – which fund public improvements in a particular area. Additional discussion and approval of the plan is anticipated at a later date.
