Sept. 1 Council update

Several discussions, including the proposed redevelopment project The View at Castle Rock and additional grants for Castle Rock small businesses impacted by the COVID-19 pandemic, were topics on Town Council’s Sept. 1 meeting agenda. 

Here’s a more detailed look at those items:

  • Discussion on proposed redevelopment project The View at Castle Rock – Town Council discussed the proposed redevelopment project The View at Castle Rock. If finalized, the project will be a public-private partnership among the Town, the Downtown Alliance and Sunflower Development Group.

    The developer is planning to redevelop the storage facilities at the northeast corner of Sixth and Jerry streets into a mixed-use site with 218 for-rent residential units, 14,500 square feet of office space and 5,000 square feet of retail space. The project will also include 429 parking spaces, of which 100 will be Town-owned.

    Town Council directed staff (5-1 with Councilmember Johnson opposing) to move forward with the partnership proposal. A formal redevelopment agreement will be brought forward for Council consideration at a later date.

  • Additional COVID-19 Small Business Support Grant Program finalized – In April, Town Council authorized a COVID-19 Small Business Support Grant Program. The program provided grants of up to $5,000 for small businesses impacted by the COVID-19 pandemic.

    While it was envisioned the grants would be a one-time-only offer, the pandemic and associated business interruptions continue to impact the community. Because of these impacts, Council authorized Town staff to provide an additional round of grants to support local small businesses.

    Grant criteria will be similar to the prior program. Grants will be provided to eligible businesses that can provide documentation of business interruptions – including revenue losses of at least $5,000 – between May 1 and Aug. 31, 2020, when compared to the same period in 2019. Applications will be online beginning Sept. 8 and will be accepted through Sept. 25. The application and more information will be available at Town funding of the grant program is anticipated to be reimbursed under the federal CARES act.

Also on the agenda, Town Council decided to reschedule the canceled July 4 fireworks show to 7 p.m. New Year’s Eve. The fireworks will be shot from the same location, from atop Santa Fe Quarry Mesa. The July 4 show was canceled due to high fire dangers.

Additionally, Council approved the first reading of the Proposed 2021 Budget. The $229.8 million budget includes $56.7 million in transportation investments, and water rights and infrastructure projects totaling more than $54 million. Numerous additional items – in parks and recreation, police and other departments – are included. Castle Rock Water rates are recommended to stay the same for 2021. System development fees paid for new development for water are recommended to increase by 4.9%. The second and final reading is planned for Sept. 15. View details at

Council also decided to accept entitlement status in the Community Development Block Grant Program. The program provides roughly $220,000 annually in federal funding to focus on benefits for low- and moderate-income people.
