July 21 Town Council update

Town Council met Tuesday, July 21. During the meeting, District 1 Councilmember Jess Loban announced his resignation effective Aug. 31. Councilmember Loban will be relocating out of state. A discussion about filling the District 1 vacancy until the November election will be placed on the Tuesday, Aug. 18, Council agenda. District 1 encompasses western portions of The Meadows.

Also at the meeting, a discussion regarding possible retirement benefit plan options for Castle Rock police officers and a services agreement for design work on additions to the Colorado Front Range Trail were both topics.

Here’s a more detailed look at those items:

  • Discussion regarding CRPD’s participation in the Fire and Police Pension Association of Colorado moves forward – Currently, the Town offers two retirement plans for its public safety employees – A Fire and Police Pension Association Statewide Defined Benefit for Fire Department employees and an International City/County Management Association Retirement Corporation 01 (a) plan for police officers.

    More than 200 Colorado fire and police agencies participate in the FPPA program, including Castle Rock Fire and Rescue. If finalized, eligible Castle Rock police officers would have the opportunity to participate in the FPPA defined benefit program or opt out and remain with the existing Town ICMA defined contribution program. A final benefit plan proposal will be presented to Town Council in conjunction with the 2021 Budget. If approved, an FPPA benefit option for CRPD officers would be implemented in first quarter 2021.

  • Resolution approving a services agreement for design of the Colorado Front Range Trail at Castle Rock finalized – Town Council approved a resolution awarding a services agreement to Short Elliott Hendrickson Inc. for design work on additions to the Colorado Front Range Trail within Castle Rock.

    The agreement includes design engineering, surveying, environmental and geotechnical services for East Plum Creek and McMurdo Gulch trails. Final design is anticipated to be completed in fall 2021, with construction occurring in 2022. The design will be funded with lottery revenues. A grant awarded by the Great Outdoors Colorado Connect Initiative will fund $2 million of the construction cost.

Also on the agenda, Town Council heard a presentation on the 2019 Comprehensive Annual Financial Report and 2019 Popular Annual Financial Report. The Town Charter and State law require an annual audit of the Town’s financial statements. BKD LLP performed the audit and gave Council a presentation highlighting the Town’s conservative financial management in 2019.

The Council meeting on Tuesday, Aug. 4, has been canceled.
