A letter to Colorado Governor Jared Polis urging the need to safely reopen local businesses as soon as possible; a request for a height increase to an existing wireless cellular facility northeast of Downtown; and a discussion on a proposed rezoning plan submitted to Douglas County for the Pine Canyon Planned Development were topics on Town Council’s May 19 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Town Council unanimously approved a letter urging the rapid reopening of businesses – Town Council approved a letter to Governor Polis requesting that Castle Rock’s businesses be allowed to reopen as soon as possible while self-managing the safety protocols they deem best for their employees and customers, with input from the Colorado Department of Public health and Environment.

  • Reservoir Road cell tower height increase request advanced – Town Council advanced for public feedback a request to increase the height of an existing wireless cellular facility. The facility is located on Reservoir Road south of Fifth Street, just northeast of Downtown.

    American Tower proposes increasing the height of the existing facility by 20 feet to allow AT&T to co-locate equipment on the tower. This would provide improved coverage to customers within Town.

    While the property lies within a major skyline area, the tower is old enough that it is grandfathered out of the Town’s skyline/ridgeline regulations. The visual impact of the tower height increase has been assessed by Town staff as being minimal.

  • Opposition to County rezoning urged – Council received an update and directed staff to formalize the Town’s opposition to the proposed rezoning application submitted to Douglas County for the Pine Canyon Planned Development.

    Pine Canyon is located within unincorporated Douglas County. The property extends on both sides of Interstate 25 between Founders Parkway and the BNSF Railway tracks on the west side of I-25, parallel to Liggett Road.

    In 2013, the landowner, JRW Family Limited Partnership LLLP, submitted an annexation, Planned Development and zoning application request to the Town. Several reviews of the application were completed. In 2020, the applicant submitted a request to withdraw the Town application. Recently, the landowner submitted an application to Douglas County.

    Staff has identified numerous areas where the plan does not meet the Town’s minimum development standards. The current proposal with the County proposes urban-level zoning and land uses similar to the application that was withdrawn from the Town. The areas of concern include transportation impacts to the Town’s existing roadway network, substandard public open space, incompatibility with surrounding neighborhoods, complete reliance on nonrenewable groundwater, and construction and operation of separate water and sanitation facilities in close proximity to Town residents and Town facilities.
