Amendments to the 2020 Landscape and Irrigation Performance Standards and Criteria Manual, reductions in the Pavement Maintenance Program and entitlement status in the Community Development Block Grant program were all topics on Town Council’s May 5 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Ordinance to amend the 2020 Landscape and Irrigation Performance Standards and Criteria Manual moves forward – Town Council approved the first reading of an ordinance to amend the 2020 Landscape and Irrigation Performance Standards and Criteria Manual. The ordinance amends Town Code to include additional landscape conservation measures in the manual.

    If approved at second reading, the amendments to the manual would include updating registration requirements to include landscape companies; providing more accountability for registered landscape companies to follow Castle Rock’s local requirements; restricting irrigation in street medians, islands and roundabouts; and removing Class II compost as an acceptable soil amendment option.

  • Entitlement status in Community Development Block Grant program discussed – The Community Development Block Grant program is focused on providing benefits to low- and moderate-income people. The Town was recently notified by the U.S. Department of Housing and Urban Development of its eligibility to participate in the 2021 program.

    In the past, both Douglas County and the Town declined to participate due to provisions for Affirmatively Furthering Fair Housing. However, earlier this year, CDBG proposed rule changes that would address, among other things, local government concerns of federal funding.

    Town Council decided to defer consideration of program participation until August, following further Town staff research and an update on pending AFFH regulations.

  • 2020 Surry Seal Program deferred – Town Council decided to eliminate a large portion of the slurry seal service contract. The contract with Vance Brothers Inc. is one of six service contracts that make up the Town’s 2020 Pavement Maintenance Program.

    With the COVID-19 pandemic expected to impact sales tax revenue, Town staff has been reviewing ways to reduce expenses in the approved 2020 Budget. While pavement maintenance is a critical service provided to the community, eliminating a portion of the slurry seal contract from the Town’s Transportation Fund will save approximately $1.3 million, but still allow for some beneficial maintenance services to proceed.

Also on the agenda, Town Council approved the second reading of ordinances related to the annexation, Planned Development Plan and zoning regulations for Alexander Place. The ordinances allow for a senior continuum of care development on 8.37 acres known as Alexander Place. The development will be located east of the Shoppes at Castle Rock and the Montaña Vista Office building (near the Home Depot shopping center.)
