March 3 Council update

The construction contract to continue work on the Plum Creek Parkway widening and roundabout improvement project and an agreement for new water pumping, aquifer storage and recovery equipment were both topics on Town Council’s March 3 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Resolution approving the construction contract for the Plum Creek Parkway widening and roundabout project finalized – Town Council approved a construction contract with Jalisco International Inc. for the Plum Creek Parkway widening and roundabout improvement project.

    The work includes installation of new storm sewer pipe, drainage inlets and manholes; and construction of roundabouts at Gilbert and Eaton streets, two new lanes on Plum Creek Parkway between Gilbert and Eaton streets, and replacement of the pavement on existing lanes. Sidewalk improvements and pedestrian crossings are also included in the project’s scope. The project does not include additional fencing or barriers along the parkway.

    Construction is expected to begin this spring and be complete before the end of the year. The $6.8 million project will be funded primarily through sales tax and development impact fees.

  • Resolution approved for a construction agreement for new water pumping, aquifer storage and recovery equipment – Town Council approved a construction agreement with Hydro Resources – Rocky Mountain Inc. for the installation of new pumping, storage and recovery equipment and downhole power generation valves for two water wells currently being constructed near the Ray Waterman Treatment Plant in Terrain.

    The new equipment has the capability to pump groundwater from the aquifers, and the ability to send treated, excess drinking water back into the aquifer for storage. This state-of-the-art storage method helps prevent the water from being contaminated due to pollutants or lost due to evaporation. The water is purified again for drinking when it is brought back out of underground storage.

Also on the agenda, Town Council received a status update on the Downtown Railroad Quiet Zone project. The project consists of updating the public crossings at Second, Third and Fifth streets. $900,000 to fund the project was included in the Encore redevelopment agreement. Completion of the quite zone is anticipated in late 2021.

Council also approved construction contracts for the 2020 Pavement Maintenance Program. The annual roadwork program will focus on central Castle Rock, which includes neighborhoods such as The Woodlands, Red Hawk, parts of The Meadows, Craig & Gould and Metzler Ranch. Street maintenance is also scheduled for Park Street, Factory Shops Boulevard, Meadows Boulevard, and Prairie Hawk Drive and the adjoining intersection. Roadwork is expected to begin in early April and be completed in the fall. Nearly $11 million has been budgeted for the 2020 program, which will be funded primarily through sales tax, motor vehicle tax and building use tax dollars. Visit CRgov.com/PMP for more information.
