Feb. 4 Town Council Update

Approval of the 2020 Conservation Rebate Incentive Program and a report detailing Castle Rock’s aging population and the impact on the Town were both topics on Town Council’s Feb. 4 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Report regarding Castle Rock’s aging population – Since 2010, the number of households in Douglas County with someone over the age of 65 has increased by 93%. By 2030, projections show that roughly one in five Castle Rock residents will be over 65 years old. With a demographic shift of this magnitude, Town Council is evaluating the impact to Town services and needs within the community.

    An increase in senior population will likely have implications for Town departments including public safety, Parks and Recreation and Public Works. Staff is working to ensure that needs are understood and that future planning includes this demographic shift.

  • Resolution regarding conservation rebates approved – Town Council approved the 2020 Conservation Rebate Incentive Program. The program is part of Castle Rock Water’s Water Efficiency Master Plan established in 2015. As part of that plan, the department set a goal to reduce water use to 100 gallons per capita per day by 2055. Currently, the community uses about 114 gallons per capita per day. This rebate program will help Castle Rock Water accomplish that conservation goal.

    Existing rebates offered by the department include a SmartScape Renovation credit and rebates for Smart Irrigation Controllers. In 2020, two additional rebates will be offered – credits for toilet retrofits and rebates for customer-driven whole-home water monitoring, leak detection and automatic shut-off devices. Whole-home water monitoring is installed by a plumber at the water meter and allows customers to monitor and control the water use in their home via a phone app.

Also on the agenda, Town Council presented a proclamation honoring POST Partners volunteer Dennis Carnahan with the Cornerstone Tribute award. Carnahan is a founding member of the Keepers of the Rock volunteer group and has made significant contributions to the community for the past 16 years.
