Town Council Update - Dec. 17

An ordinance to establish buffering requirements between dissimilar residential developments, progress on the Cobblestone Ranch regional park and a discussion for a 2020 Recreational Feasibility Study were all topics on Town Council’s Dec. 17 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Ordinance establishing buffer requirements between dissimilar residential developments moves forward (5-1) – Town Council approved on first reading an ordinance that would establish buffering requirements between dissimilar residential developments in Town. Residential developments are defined as single-family detached, single-family attached and multifamily homes.

    If approved on second reading, the ordinance would establish a minimum 50-foot buffer between dissimilar residential developments to help mitigate impacts between varying types of developments. The requirements would apply to developments that share a property line (in whole or in part) or those separated by less than 50 feet of open space. The ordinance also allows Council to waive the requirements if certain conditions are met.

  • Amendment to the Cobblestone Ranch park design contract approved – Town Council approved a contract amendment to allow design to begin on the first phase of Cobblestone Ranch park. The contract with Norris Design was originally established in July 2019 for the park’s overall master plan. A draft master plan is now complete and available at The focus is now shifting to the first phase of the park, which will provide amenities to primarily serve the neighborhood. While the design will need to be finalized, construction is expected to begin in summer 2020.

  • Recreation Feasibility Study discussion – Town Council provided input on the upcoming 2020 Recreational Feasibility Study. The study will look at the feasibility of an additional recreation facility in Town, identify potential partners and stakeholders, and gather data on the community’s recreation priorities. The scope of the study will encompass three primary areas of interest – needs assessment, financial assessment and visioning.

    The Parks and Recreation Department is anticipating enlisting the help of a recreation facility consultant to guide the initial phase of the study. The process will include feedback from residents, the Parks and Recreation Commission and Town Council.

Also on the agenda, Town Council approved a zoning amendment for the Lanterns Planned Development Plan. The amendment allows for the creation of a 5-acre retail-commercial, planned-use area and the addition of a church or place of worship as a permitted land use. This amendment does not increase the maximum number of dwelling units, introduce new housing types, eliminate the traditional and age-restricted planning areas, nor add or remove any uses previously permitted.

Council also approved a loan that secures funding to build more than a dozen major stormwater infrastructure projects. These projects will be built over the next five years.
