Oct. 15 Council update

A Site Development Plan for a proposed new neighborhood in the Crystal Valley community, a construction contract to drill two new water wells in The Meadows and a discussion regarding the Interstate 25 Planning and Environmental Linkages Study were all topics on Town Council’s Oct. 15 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Resolution approved for a new Crystal Valley Site Development Plan – Town Council approved a resolution for the Site Development Plan of a new Crystal Valley neighborhood. The neighborhood will be located at the southeast corner of Crystal Valley Parkway and West Loop Road. The plan includes an age-targeted neighborhood of 90 single-family detached homes on about 25 acres. More than 3 acres will be designated as private open space and 4 acres is reserved for a neighborhood convenience store. This area had been zoned for up to 171 single-family and multi-family dwelling units, and it was ultimately approved for 90 single-family units.

    Crystal Valley is a master-planned subdivision zoned for approximately 3,475 dwelling units. To date, approximately 1,325 single-family residential lots have been completed.

  • Construction contract approved for two new water wells in The Meadows – Town Council approved a resolution for a construction agreement with Hydro Resources – Rocky Mountain Inc. The firm is being contracted for $3.5 million to construct two new wells in The Meadows – which includes drilling, completion, testing and pump equipment installation. Once complete, the wells will supply raw, untreated water to the Meadows Water Treatment Plant. The wells will help Castle Rock Water manage water supply during the demanding summer months of irrigation season.

    Construction of the wells will begin in October and be operational by summer 2020. There will be some noise impacts with the drilling of the wells. An open house for the project will be held from 5 to 7 p.m. Thursday, Oct. 24, at The Grange, 3692 Meadows Blvd.

  • Council will provide a letter of support for the I-25 Planning and Environmental Linkages Study – The I-25 Colorado Springs Denver South Connection Planning and Environmental Linkages Study was conducted by the Colorado Department of Transportation. The study identifies possible solutions for the challenges affecting safety, travel time reliability and mobility along I-25 from Monument to Lone Tree.
    • Solutions recommended in the study are outlined in three broad categories:
    • Improve the Interstate, with an initial phase extending express lanes from Monument to Lone Tree.
    • Transit needs to be part of the modes of choices for transportation. This includes things such as new transit stations and the availability of bus and rail.

Supplemental elements need to be part of the solution. These are smaller projects that are easier to fund, such as extending a truck climbing lane between Greenland and Monument.
Council requested that its letter of support express support for the PEL Study with the exception that a toll lane should stop at Castle Rock’s southern boundary.
