[ARCHIVED] Be aware of seasonal scams


This weekend’s hail storm has brought a flood of roofing contractors vying for business and a number of calls to Castle Rock Police Department about possible scams. Do you know what to look for, and what to avoid, when choosing a reliable contractor? Here are some things to keep in mind:

Companies soliciting door-to-door 
All companies soliciting door-to-door in Castle Rock must have a Solicitor Registration License through the Town. Municipal code prohibits solicitors from knocking on a door if the Town of Castle Rock “No Knock” sticker is displayed, if there is any “no soliciting” sign, or if the address is registered on the “No Knock” list whether they have a sticker or not. Contact your insurance

If you suspect hail damage to your home or roof, contact your insurance company to get an estimate.

Do your research
Make sure the roofing company is licensed and registered to work in the Town. This can be verified by contacting the Town building department at 720-733-3527, or by creating a free eTRAKiT “public” log in at (recommended). In eTRAKiT, you can verify that a company is registered and active. Be sure to check the registration expiration date too. Roofing companies cannot pull a building permit in Castle Rock unless they are registered and active.

Verify that the business is insured. You can request proof of insurance from the roofing company. Or, visit to verify that the business is insured.

Be diligent in checking referrals from recent customers. Ask about the timeliness of work, quality of work and how the business responded to complaints. The Better Business Bureau can also be a source for this information:

Get a complete contract in writing

Before any work begins, make sure you closely review the contract (a work order isn’t sufficient). The contract should include an itemized scope of services and corresponding cost estimates, beginning and end dates, contract cancellation/recission clauses(s), schedule for payment and a requirement that the roofing company holds the insurance money in trust until the roofing materials are paid for and delivered, and the bulk of the work is complete (as required by Senate Bill 38).

Also, before any work begins and any payments are made, make sure the roofing company has pulled a permit with the Town for work on your roof. This can be verified by the Town building department or through eTRAKiT.

Make sure inspections have occurred 
The Town requires an inspection when the damaged materials have been removed (midroof inspection) and final inspection. This is for your protection. The midroof inspection is to ensure all of the damaged roofing materials has been removed. Some unscrupulous contractors lay new roofing materials over damaged materials, which can significantly impact the life of your roof and lead to costly repairs down the road. You can verify that inspections have been completed on eTrakit, or by calling the Town’s building department.

Payment for work
Depending on the size of the job, partial payments may be necessary to purchase material and pay the contractor. Make sure you have an agreement in the contract as to the time and amount of payments that are needed. Make the final payment only after the work has been inspected by the Town and completed to your satisfaction. Any upfront payments should be small so you don’t find yourself in the position where the contractor walks from an unfinished job with a pocketful of your money.

Take time to do your research. By performing your due diligence and understanding the process and requirements of both a homeowner and a contractor in the Town of Castle Rock, one can effectively stop a scam before it happens.
