To build a personal budget, you first identify needs – like utility bills, transportation expenses and groceries. Then, you determine what resources, or income, you’ll have available to put toward those needs.
Building the Town’s budget works mostly the same way, except the needs in the Town’s case are items like public safety personnel, road construction projects and new parks. The revenue sources, meanwhile, are taxes, impact fees paid on new development, and charges for services – like those paid for monthly water bills.
The Town Manager each year recommends to the Town Council a balanced budget that considers the community’s priorities and needs.
The public is welcome to continue providing input on what those priorities and needs should be for 2020 and beyond at a Budget Open House from 5:30 to 7 p.m. Tuesday, June 11 at Town Hall, 100 N. Wilcox St.
The open house will be an informal setting for community members to visit with Town staff and ask questions about budget-related items. Feedback gathered at the open house will be used along with feedback gathered through other means – like via the Town’s 2019 Community Survey – to determine the Town’s strategic priorities moving forward.
This year, Town staff is working on a five-year financial plan to look further forward at how the Town’s anticipated revenues can be expected to meet the community’s needs in the long run.
By law, the Town’s annual operating budget must be balanced, meaning the Town cannot spend more on day-to-day operations than it’s going to take in during the course of a year. This means prioritizing will undoubtedly be necessary, as needs are always growing along with the community.
The Preliminary 2020 Budget is anticipated to be presented to Town Council in August, followed by Council’s formal adoption of next year’s budget in September.
