Town Council Update - May 21

Town Council discussed several items Tuesday night and presented multiple proclamations. Council proclaimed the week of May 19-25 as National Public Works Week and recognized Public Works Director Bob Goebel upon his retirement after more than 17 years of service with the Town.

Council also received a report on potential property acquisition within the Plum Creek Golf Club. The report was intended to update the public on the process to date. Watch the Council discussion. 

Here’s a look at a couple other items Council discussed Tuesday:

  • Ordinance prohibiting the sale of kratom to minors moves forward – Town Council approved an ordinance on first reading that would prohibit the sale of kratom to people under the age of 18. Kratom is an unregulated herbal substance found in the leaves of a Southeast Asian tree. The active ingredients have effects similar to an amphetamine or opioids. The ordinance would also include a fine for the seller not to exceed $300 per violation.

    This ordinance is a culmination of serval months of public outreach and roundtable discussions. Many federal agencies, include the FDA and DEA, are studying kratom due to concerns about potential abuse and quality control. If approved on second reading, this ordinance would regulate the sale of kratom in the community to standards similar to the sale of tobacco to minors.

  • Resolution approving the second amendment to the PCWPF Advanced Treatment construction agreement approved – Town Council approved the second amendment to the Plum Creek Water Purification Facility Advanced Treatment construction agreement with Garney Companies Inc. The agreement represents the final work package in the construction agreement. This final work includes construction of a new building to house the advanced treatment systems and the installation and startup of the new systems. The new advanced treatment processes will treat collected renewable surface water, including reusable water, from Plum Creek for use by Castle Rock Water customers.

    Purified reuse water is a big part of Castle Rock Water’s long-term water plan. A primary major goal is to establish a renewable, sustainable water supply that accounts for 75 percent of the annual demand for water in Castle Rock by 2050, or sooner. Renewable sources include alluvial wells, surface water from East Plum Creek and imported surface water from outside the Plum Creek Basin.
