Castle Rock Library
You are cordially invited to our third neighborhood meeting regarding a proposed project in your area for a new Castle Rock branch library. The project seeks to build a new library on the site of the existing library and then demolish the existing building replacing it with needed parking. This is the third neighborhood meeting for the proposed project and will take place at 5 p.m. on Monday, Jan. 24. You may participate in-person or virtually via a Zoom webinar. The project is 3.5 acres in size and located at the southeast corner of Wilcox and Phelps.
The purpose of this neighborhood meeting is to share the final Site Development Plan intended for review and final decision by the Design Review Board, and to answer any questions you may have. Within this notice, you will find a vicinity map, site plan, and building elevations for the proposal.
The site development plan proposes a two-story 62,000 sf public library and associated parking. The building will continue and update the library’s brand standard with exterior materials including weathered corrugated metal panel in varying patterns, brick, and glass. The HVAC equipment associated with the building will be contained on the roof and screened from view. The public library portion of the building will include both vibrant spaces for youth and retreat spaces for work. The project also includes an abundance of civic spaces – event halls, conference rooms, and huddle rooms. The building will also house the Douglas County History and Archive center integrating and sustaining historic treasures. Finally, the building will house the central offices and production spaces for all Douglas County Libraries across the County. Revisions since the last Neighborhood meeting include: minor modifications to some of the windows as well as development of the plantings around the east and west patios.
The revised building location will front Wilcox, rather than its current location. This is in response to the desired Downtown District guidelines. There will be vehicular access off Wilcox and Phelps to a parking lot for 206 vehicles. There is a plaza with building overhang integrated into both the east and west façade at the main entries to the building. Finally, there will be a full-time loading zone for deliveries and interlibrary loan and book drop pull through, both located on the south side of the building.
