Dear Neighbor,

The William Warren Group (StorQuest) is holding a virtual neighborhood meeting to discuss a proposed site development plan for a property located at 2583-2633 Liggett Road, and you are cordially invited to attend. The purpose of this first meeting is to share information about the proposed site development plan, answer your questions and listen to your feedback. This is the first required neighborhood meeting that will be held for this proposal, and it is being held prior to the formal submittal of the site development plan so that feedback may be incorporated. Please see the instructions later in this notice for ways to participate in the neighborhood meeting.

Project Summary
The proposed site development plan is for a high-end, aesthetically pleasing self-storage facility with covered and uncovered RV parking that will be designed in accordance with Town of Castle Rock development standards, and take into account the agrarian style of the architecture at the nearby Promenade Retail Center. StorQuest Self Storage prides itself on having some of the highest quality buildings in the industry, and owns and operates nearly 30 stores across Colorado’s Front Range. The project will improve the look of the Castle RV and Mini Storage that currently exists on the property and be in part powered by solar panels on the roof of the facility, similar to other StorQuest facilities in the Metro Denver area.

The site development plan proposes one four-story enclosed storage building with approximately 710 climate controlled self-storage units and a fully modernized leasing office, seven drive-up storage buildings containing a total of 134 storage units, two covered RV parking areas offering a total of 59 RV parking spaces, and two uncovered RV parking areas offering a total of 25 RV parking spaces. The total square footage of the four-story building is 87,647 square feet, and the total square footage of the drive up storage buildings is approximately 23,000 square feet. Nine regular parking spaces will be provided, one handicapped-accessible parking space will be provided, and one temporary RV parking space will be provided. The site development plan and photo renderings, along with a vicinity map, are attached to this notice.

The proposed site development will include the construction of a stormwater detention pond in accordance with Town standards located in the northeasterly corner of the property.

In addition to improving the property, the Developer will contribute a variety of off-site improvements to the Town of Castle Rock. First, it will dedicate 25 feet of right-of-way along its entire frontage with Liggett Road, supporting the eventual buildout of Liggett Road as a four- lane major arterial. Second, it will either provide frontage improvements along Liggett Road or cash-in-lieu thereof. Third, it will also align the western side of Kellogg Court with the side east of Liggett Road, greatly improving that interchange.

A project presentation will be made by the Developer, followed by an opportunity for questions and answers from the audience. In order to keep the meeting running smoothly, the following ground rules will be observed:

  • All participants will automatically have their video/audio turned off upon entry to the meeting
  • Panelists, including Developer and Town staff, will have video/audio available in order to make the presentation and answer questions
  • Questions will be held until the end of the initial presentation by the Developer
  • To ask a question or make a comment, please use the “Raise hand” function in Zoom. This is done by clicking on the “Participants” icon at the bottom of your screen, then clicking on the “Raise Hand” button. Once the presentation concludes, the speaker will work down the list of raised hands in order and activate the user’s audio one at a time to allow them to speak
  • After questions and comments have been received from the participants in the Zoom Webinar, the meeting will be opened up for additional questions and comments from call-in participants
  • Please be aware that there may be many attendees wanting to speak, so try to keep your comments focused and concise so that as many people as possible can participate in the limited meeting time period
  • Please be aware that the meeting will be recorded to ensure an accurate record of comments and questions about the project
