You are cordially invited to a virtual neighborhood meeting regarding a proposed Planned Development Plan (PDP) Major Amendment Application for the rezoning. This meeting represents the 1st of three required neighborhood outreach meetings.

This notice is being mailed to all landowners within 500-feet of the project site, as well as to property owners adjacent to the West Frontage Road between Plum Creek Parkway and Tomah Road, and surrounding Homeowner Associations and Metropolitan Districts. The purpose of this virtual neighborhood meeting is to share details of the proposed rezoning and obtain feedback on the project. We are seeking your feedback prior to making a formal submittal to the Town. If you are unable to attend the virtual neighborhood meeting, but would like to submit written comments or questions, you may do so by sending them to the contacts listed below.

Project Narrative
The proposed PDP amendment applies to the entirety of the Dawson Ridge PD and portions of the Westfield Trade Center PD. The Dawson Ridge PD is located southwest of Crystal Valley Parkway and I-25 in the Town of Castle Rock and was approved by the Town of Castle Rock on May 22, 1986. The Westfield Trade Center PD, located northwest of Crystal Valley Parkway and I-25, was approved by the Town on February 27, 1989. Since the time of approval, these properties have remained mostly undeveloped. Within the Dawson Ridge PD portion of the property, some roadway infrastructure was constructed but has deteriorated and will be removed as part of this plan.

The proposed PD amendment consists of approximately 2,000-acres and will create a comprehensive zoning document for both properties under one name and plan. The proposed plan has been designed to accommodate natural topography while maintaining views of downtown Castle Rock, Pikes’ Peak, Dawson Butte, and the Front Range. With approximately 50% of the property being provided as either open space or public land dedication, the new neighborhood will give recreational opportunities for all by providing several trails and parks. The plan has been designed for approximately 3,400 single-family residential units (either attached or detached) and approximately 2,400 multi-family units, for an approximate total of 5,800 units. Approximately 3.2 million square feet of commercial space is also planned and will provide places to work, shop, and relax.

The Town of Castle Rock plans to construct a new interstate interchange at Territorial Road and Crystal Valley Parkway. Right-of-way dedication and financial contribution for the design and future construction of the Crystal Valley Parkway / Interstate 25 interchange are key elements of this rezoning proposal. Preliminary interchange components include a grade separate railroad crossing and realignment of the east / west frontage roads and a grade separated crossing of I-25 with on / off ramps.

A rezoning presentation will be made by the project team, followed by an opportunity for questions and answers from the audience. To keep the meeting running smoothly, the following ground rules will be observed:

  • All participants will automatically have their video/audio turned off upon entry to the meeting
  • Panelists, including Developer, Design Team, and Town staff, will have audio available to make the presentation and answer questions
  • Questions will be held until the end of the initial presentation by the Project Team
  • To ask questions or offer comments in writing, please use the Q&A function of the Zoom format to type in and submit your question
  • To ask a question (or make a comment) verbally, please use the "Raise Hand" function in Zoom. This is done by clicking on the "Participants" icon at the bottom of your screen, then clicking on the "Raise Hand" button. To “Raise Hand” via phone dial *9 on the dial pad. Once the presentation concludes, the speaker will work down the list of raised hands in order and activate the user's audio one at a time to allow them to speak
  • Please be aware that there may be many attendees wanting to speak, so try and keep your comments focused and concise to allow as many people as possible to participate in the limited meeting time period
  • Please be aware that the meeting will be recorded to ensure an accurate record of comments and questions about the project
