Dear Neighbor,

Alberta Development Partners, LLC is holding a virtual neighborhood meeting to discuss a proposed amendment to planning area 3 (PA3) of the Promenade at Castle Rock planned development. This is the second neighborhood meeting to discuss this project. The first neighborhood meeting was held Sept. 29, 2020. Please see the bulleted options later in this notice for ways to participate in the neighborhood meeting.

Project Summary
The Promenade at Castle Rock is a planned development spanning over 179 acres. Alberta Development Partners, LLC is proposing to rezone PA3 to include multi-family residential and to dedicate approximately 43 acres, located on the east side of I-25, to the Town of Castle Rock for Town open space.

PA3 is a 15-acre site generally located in the center of the Promenade and is comprised of four parcels. PA3 is currently zoned Business/Commercial which allows for a variety of commercial, retail and hospitality uses. Alberta Development Partners, LLC is seeking to rezone Block 3A to zoning that will permit multi-family and a central commons use area in addition to Business/Commercial. This rezone application does not intend to change the existing architectural standards of the Promenade.

Updates from Neighborhood Meeting #1
  • The central commons use area is less that what was shown on the previous concept plan
Planning Area 3 (Block 3A) Multi-family specifics
  • Up to a maximum of 300 rental apartment units
  • The project may be comprised of multiple buildings totaling approximately 350,000 gross square feet
Planning Area 3 (Block 3A) Business/Commercial specifics
  • Approximately 60,000 gross square feet of retail, restaurants and commercial space contained in multiple buildings over approximately 5 acres
  • The buildings will be connected by common outdoor patio areas and outdoor seating areas
Planning Area 3 (Block 3A) Central Commons specifics
  • To connect the business/commercial with the multi-family residential
  • To provide public amenity for the Promenade
Land Dedication specifics
  • Approximately 43 acres of vacant land on the east side of I-25 is proposed to be dedicated to the Town of Castle Rock as part of this application

A project presentation will be made by the Developer, followed by an opportunity for questions and answers from the audience. In order to keep the meeting running smoothly, the following ground rules will be observed:

  • All participants will automatically have their video/audio turned off upon entry to the meeting
  • Panelists, including Developer and Town staff, will have video/audio available in order to make the presentation and answer questions
  • Questions will be held until the end of the initial presentation by the Developer
  • To ask a question or make a comment, please use the “Raise hand” function in Zoom. This is done by clicking on the “Participants” icon at the bottom of your screen, then clicking on the “Raise Hand” button. Once the presentation concludes, the speaker will work down the list of raised hands in order and activate the user’s audio one at a time to allow them to speak
  • After questions and comments have been received from the participants in the Zoom Webinar, the meeting will be opened up for additional questions and comments from users that only called into the meeting
  • Please be aware that there may be many attendees wanting to speak, so try to keep your comments focused and concise so that as many people as possible can participate in the limited meeting time period
  • Please be aware that the meeting will be recorded to ensure an accurate record of comments and questions about the project
