traffic pattern from the construction. It is painted/marked to allow inner circle traffic to exit and outer circle traffic to continue in the roundabout. It should have been corrected and finalized by now, but I was curious when this would be done. You can look at the circles in the Promenade, or really anywhere else in the world and see that this needs to be fixed asap. I've seen many near misses, and subsequent road rage, and hope it is addressed by the original contractor soon.
The roundabout at Wolfensberger is unique to Town, as it is the only fully multi-lane roundabout in operation. Another one will soon be in use as construction wraps up on the roundabout on North Meadows Drive, near Castle View High School. When traveling in this multi-lane roundabout, the signs and stripes will help you. If you need to make a right turn, use the right lane. If you’re making a left turn or U-turn, use the left lane. To go straight, use either lane. Traffic in the outer lane should not continue around the roundabout. Current markings reflect these movements, and there are no plans to change the existing patterns. and it would appear those 1200+units going in would make it very very difficult to navigate downtown. Will there be a bypass for those who live in downtown, terrain, etc?
The Town’s Transportation Master Plan is the document that provides a guide on how the Town will work to address the additional traffic from new development. The TMP projects what future traffic conditions are expected to be with the planned growth and then identifies what roadway projects will be needed to address congestion associated with that growth. A new bypass in the vicinity of Downtown Castle Rock is not a project in the current TMP. The recommended projects from the TMP are reviewed and prioritized each year based on the available funding. The highest priority projects are included in the Town’s five-year Capital Improvement Program.
Specifically regarding Downtown, the Town initiated the Downtown Mobility Master Plan in 2018 as a follow up to the TMP to plan for future growth and its impact on Downtown. The goal of the plan was to identify transportation improvement projects that maintain mobility, reduce congestion and improve access throughout Downtown.
Some of the key recommendations identified as part of the Downtown Mobility Master Plan include a series of intersection improvements such as new roundabouts and new traffic control patterns. Similar to the larger TMP, all recommended capital projects identified in the Downtown Mobility Master Plan will need to be prioritized against other transportation needs.

The streetlights on Highway 85, South of Meadows Parkway are in the process of switching ownership from CDOT to the Town. Before the Town is able to make necessary repairs, CDOT must reconfigure power access. The Town will continue to work with CDOT on making the lights operational.
No, the Town paused construction due to winter weather. Now that spring is upon us, the Town will be finishing final construction and landscaping. Currently, the intersection is a functioning roundabout, but more is to come.
Our neighborhoods seem to be on their own little islands. Rec trails are great for families or walking the dog, but they don't allow people to get from A to B. I've seen the master plan documents, but it seems like CR is way behind the times when it comes to transportation and it seems to be getting worse as we expand without a comprehensive plan.
Thank you for sharing your concerns regarding biking and walking in Town. The Town strongly supports being able to bike or walk to destinations in Town and surrounding communities. In 2017, the Transportation Master Plan was updated and is available to review on the Town’s website: http://www.crgov.com/1840/Transportation-Master-Plan. It shows the master planned vision which is our goal, and includes adding bike lanes and multiuse sidepaths (wide sidewalks) to a number of streets throughout Town. Wide sidepaths are wide enough to accommodate people walking or biking, which is especially important for adults or children who do not feel comfortable biking in the roadway. As guided by this plan, the Town is also constantly adding new on-street bike lanes every year as part of the Pavement Maintenance Program, which will add a new striped bike lane where one is planned and where pavement width permits. New connective routes are also added regularly. For example, the East Plum Creek Trail is currently being extended to connect Downtown with Crystal Valley Ranch area. Some roadways, bike lanes and sidewalks are planned to be through or run along undeveloped land and will become the responsibility of the developer when the parcel is developed.
Timing signals is an imperfect science, and in Castle Rock, managing that science is a partnership between the Town and the Colorado Department of Transportation.
CDOT owns and operates signals along US Highway 85, including the segment between U.S. 85 and I-25 known as Meadows Parkway. The same is true for Founders Parkway, between I-25 and Fifth Street. Some signals are pre-programmed to go with the ebb and flow of traffic, based on traffic counts and patterns during certain times of the day.
Considering the level of growth and changing traffic patterns in and around Castle Rock, the Town and CDOT have regular discussions and review traffic operations. You can learn more about the Town’s philosophy and how we measure this topic in our asset management plan on our website.
Castle Rock plans for the future of its transportation network with the Transportation Master Plan, which was updated this year. Page ES9 of the plan shows the completed street network anticipated for the Town’s full build-out. The development market will determine when full build-out occurs, which is why the Town is always planning for the future.
Specifically for Cobblestone Ranch, the Transportation Master Plan shows the existing two access roads - CO Highway 83 (Parker Road) and several other access points to CO Highway 86 (Founders Parkway) through the Terrian. While major access roads are not part of the plan, Castle Oaks Drive west of Cobblestone Ranch will be improved by the developer to include curbs and walking or biking lanes that will connect to the Terrian. The timing for all of these improvements depends on the pace of growth. With this area under construction, some of the slight delays may be coming from construction traffic, which won’t be a factor once the area is fully completed.
Generally speaking, the Town defines two types of roadwork: maintenance and capital improvement projects.
For maintenance projects, the Town takes a strategic approach through the annual Pavement Maintenance Program. Neighborhood roadwork is concentrated to one of five areas of Town on a rotating basis. This maintenance extends the life of Town roads and helps the Town get the most out of its investment in infrastructure. Learn more at CRgov.com/PMP. In 2018, the Town will also reconstruct a portion of Meadows Parkway.
Capital improvement projects are those that address safety or congestion-related concerns. They’re new lanes, new roads, etc. For example, in 2017, the Town will install a roundabout at Third and Perry streets Downtown. In the design phase are improvements to intersections at Founders Parkway and Allen Way as well as at Founders Parkway and Crowfoot Valley Road.
