Neighborhood Meeting - Proposed Site Development Plan Greystone Villas - VIRTUAL MEETING

Virtual Neighborhood Meeting: Oct. 1, 2020, 6 p.m.
You are cordially invited to a virtual neighborhood meeting regarding a Site Development Plan (SDP) proposal in your area known as Greystone Villas. Greystone Villas is a proposed residential development by Adamo Homes located west of the intersection of South Gilbert Street and Baldwin Ranch Road within the Town of Castle Rock. This is the third neighborhood meeting for this project and will take place Thursday, Oct. 1, 2020, 6-7 p.m. via a Zoom Webinar. Previous neighborhood meetings regarding this SDP proposal occurred on July 30, 2019 and June 18, 2020. The purpose of this virtual neighborhood meeting is to share the final SDP intended for presentation at future public hearings.

Within this notice, you will find a project narrative, vicinity map, and site plan of the proposed SDP proposal for your review.

Project Narrative
The SDP proposal is for a 5-unit townhome development on approximately 1 acre, currently vacant land, located at 1101 S. Gilbert St. The site is currently zoned Planned Development (PD) and regulated by the Seller’s Landing Preliminary PUD Plan and Zoning Regulations. No changes to the zoning are proposed with this application.

This SDP proposal features a single 3 story, 5-unit townhome building with each unit having a two-car attached garage. Two guest parking stalls, one being handicap, are also proposed for the site. The building’s material and colors will primarily consist of dark gray board and batten siding, light and dark beige lap siding, dark brown trim, and beige stone veneer. Overall, the building will be similar in layout and style as the Plum Creek Ridge Townhomes of the Plum Creek Ridge at Castle Rock Site Development Plan Amendment No.4, which is to the north of this proposed development. The Plum Creek Ridge Townhomes development is also owned and developed by Adamo Homes.

The SDP proposes landscaping which contains planting beds, a limited area of turf, cobble beds, and areas of native seed. The landscape design features a mixture of deciduous and evergreen plants to help provide visual interest throughout the year. All proposed plants will have very low to low water use and will be selected from the Town of Castle Rock’s recommended plant list.

The site contains part of Seller's Gulch and much of the existing landscape near Seller’s Gulch will be preserved and the SDP proposal does not plan to adversely impact this natural resource or potential wildlife. Other surrounding properties are expected to have minimal impact due to this development. Overall, this proposed development will provide infill to a vacant lot within the Town of Castle Rock, offer new housing opportunities to residents, and minimally impact natural features.

Changes to the project since our neighborhood meeting on June 18, 2020 include, but are not limited to, the following:
  • Reconfiguration of the drainage structure/layout
  • Addition of trees to meet minimum site landscape requirements
In general, much of the site’s design remains the same.

Please provide any written feedback you may have to the Project Team or Applicant/Owner by Monday, Sept. 28 to allow for potential responses at the virtual neighborhood meeting on Thursday, Oct. 1. The Town will accept any feedback at any time during the review process.

A project presentation will be made by the Developer, followed by an opportunity for questions and answers from the audience. To keep the meeting running smoothly, the following ground rules will be observed:

  • All participants will automatically have their video/audio turned off upon entry to the meeting.
  • Panelists, including Developer, Design Team, and Town staff, will have audio available to make the presentation and answer questions.
  • Questions will be held until the end of the initial presentation by the Project Team. Once the presentation concludes please use one following methods to ask a question
  • To ask questions using the computer keyboard, please use the Q&A function to type in and submit your question. Please try to keep your comments focused and concise so that as many people as possible can participate in the limited meeting time.
  • To ask a question verbally, please use the "Raise Hand" function in Zoom. This is done by clicking on the "Participants" icon at the bottom of your screen, then clicking on the "Raise Hand" button.
  • For those on the phone with audio only to raise your hand, please hit *9 on the dial pad.
  • The Project Team will work down the list of questions and raised hands in order and activate the user's audio one at a time to allow them to speak.
  • Please be aware that the meeting will be recorded to ensure an accurate record of comments and questions about the project
