July 14 Council special meeting update

A review of the Tri-County public health order that would require the use of face masks in Douglas County, including Castle Rock, was the topic on Town Council’s July 14 special meeting agenda.

Here’s a more in-depth look at the topic:

  • Resolution to opt out of the mandatory face covering public heath order approved – Town Council unanimously approved a resolution to opt the Town of Castle Rock out of a public health order from the Tri-County Health Department requiring the use of face coverings. The mandate is set to take effect Friday, July 24, but included an opt-out provision for counties and municipalities.

    As part of the special meeting, information was provided on the low incidences of COVID-19 and related hospitalizations in Douglas County without a face covering mandate. Data from Tri-County also show that up to 80% of County residents are wearing masks in sampled public settings.

    While Council is opting out of the Tri-County public health order requiring face coverings, State health orders are still in effect, which strongly recommend wearing masks in public and require face coverings in many situations, such as during check-in processes for pools, gyms and recreation facilities. Additionally, businesses have the right under the current State health order to refuse service to customers who do not wear face coverings in their establishments.

    Council also voted 5-2 (with Councilmembers Teal and Loban opposing) to direct staff to create an educational campaign about face coverings and to look into the feasibility of providing free face coverings to Castle Rock residents and businesses.

    The Town of Castle Rock has until Thursday, July 23, to submit a formal letter of intent to opt out of the Tri-County public health order requiring face coverings.
