June 4 Council update

Town Council discussed several items at its meeting Tuesday, including the second reading of an ordinance removing the local landmarking status at 302 and 304 N. Wilcox St. Council approved the property owners’ request for the landmarking status to be removed to allow for renovations to the exterior façade of the building. Watch the Council discussion.

Here’s a look at a couple other items Council discussed Tuesday:

  • Ordinance annexing into Town a property on the southwest edge of Crystal Valley moves forward – Town Council approved a proposal that will annex approximately 70 acres of land on the southwest edge of the Crystal Valley subdivision. A second reading of the ordinance is required to finalize the annexation. If approved on second reading, the property owner is proposing a new neighborhood of about 52 single-family homes, which includes open space, a pocket park and a road system which would have two primary connection points to the Crystal Valley subdivision.

  • Resolution approving the Castle Rock Water strategic plan finalized – Town Council reviewed and approved the Castle Rock Water Five-Year Strategic Plan. The strategic planning process allows the department to establish a vision for the future and develop planned, well-defined priorities.

    More than 20 goals are identified in the plan, which support specific strategies that have been outlined. Those strategies include – ensure long-term water; support, engage and inspire the team; enhance customer satisfaction; maintain financial sustainability; optimize infrastructure performance; and demonstrate industry leadership.

  • Ordinance prohibiting the sale of kratom to minors is approved – Town Council approved an ordinance on second reading that prohibits the sale of kratom to people under the age of 18. Kratom is an unregulated herbal substance found in the leaves of a Southeast Asian tree. The active ingredients have effects similar to an amphetamine or opioids. The ordinance would also include a fine for the seller not to exceed $300 per violation.

    This ordinance is a culmination of serval months of public outreach and roundtable discussions. Many federal agencies, include the FDA and DEA, are studying kratom due to concerns about potential abuse and quality control. This ordinance regulates the sale of kratom in the community to standards similar to the sale of tobacco to minors.
