You are invited to attend, either in-person or virtually, a neighborhood meeting regarding a proposed Site Development Plan for property referred to as Crystal Valley Ranch, Filing 18 – Tract C.  The meeting may be attended in-person or virtually on:

The purpose of the meeting is for the applicant to introduce the conceptual site plan and listen to feedback from neighboring property owners, prior to submittal of the application to the Town.  In addition, the process and timeline for the development review process will be discussed.  This meeting is the first of three neighborhood meetings required prior to scheduling any public hearings.  If you are unable to attend this meeting and have questions or comments about this proposal, please contact the applicant or Town staff by 5:00 pm, Sept. 24 so that the applicant may respond prior to the submittal to the Town.  The Town will continue to accept feedback throughout the review period.


Project Information


The proposed neighborhood is a total of four (4) acres located east of West Loop Road, south of Crystal Valley Parkway, west of future Dawkins Street and north of Magwitch Drive.  Access to the site will be from Magwitch Drive east of the intersection with West Loop Road.  No direct access is proposed to West Loop Road, Crystal Valley Parkway or to the new neighborhood under construction to the east.  An emergency vehicle access only is proposed at the northeast corner of the site to Crystal Valley Parkway.  This emergency access point will be available for pedestrian connectivity.


The proposal is for the development of 24 townhomes on fee simple lots.  The homes will be two stories with an attached two-car garage.  A two-car driveway apron behind each garage is provided for additional off-street parking.  In addition to the townhomes, a mixed-use building is proposed paralleling Crystal Valley Parkway.  The building will have retail and service commercial space on the first floor and office space on the second floor. The building architecture has been designed to have equal architectural treatment on all sides.  An outdoor plaza is proposed on the south side of the structure for social gathering and outdoor amenities.  A total of 76 parking spaces are provided which meets the parking needs of the mixed-use building and will provide additional parking spaces for guests of the townhomes.  The architecture of the townhomes and mixed-use building were designed to be complementary with a similar palette of material, colors, form, and massing.  Landscape buffers are proposed on all sides of the site.


A presentation will be made by the applicant describing the conceptual development plan. This will be followed by an opportunity for questions and answers from both in- person and virtual audiences. Town staff will be present to answer any questions about the Site Development Plan process.
