Past Town Council discussions regarding the North Meadows Extension
  • March 17, 2015 Town Council meeting: Town Council approves a resolution naming the North Meadows Extension at Interstate 25 to U.S. Highway 85 Castle Rock Parkway.
  • Aug. 19, 2014 Town Council meeting: Town Council approves a contract with CDOT outlining the division of maintenance for the North Meadows Extension interchange with U.S. Highway 85.
  • Aug. 19, 2014 Town Council meeting: Town Council approves agreement to start construction on the second and third phases of the North Meadows Extension.
  • July 22, 2014 Town Council meeting: Town Council approves a contract with CDOT, outlining the division of maintenance for the North Meadows Extension interchange with I-25.
  • July 22, 2014 Town Council meeting: Town Council approves a crossing agreement between the Union Pacific Railroad and the Town to continue construction of the North Meadows Extension over the railroad.
  • June 3, 2014 Town Council meeting: Town Council approves a resolution to retain Atkins North America, Inc to provide engineering and construction observation services for second and third phases of construction.
  • June 3, 2014 Town Council meeting: Town Council approves a resolution to retain Tsiouvaras Simmons Holderness, Inc. to provide post-design services for the rest of the project. The firm will provide field observations, technical assistance, design support and some inspection work.
  • April 15, 2014 Town Council meeting: Town Council approves bid package No.3, including the removal of some trees within the construction zone.
  • April 1, 2014 Town Council meeting: Town Council approves bid package No.2, including the bridge over Plum Creek.
  • Dec. 17, 2013 Town Council meeting: Town Council approves the second amendment to the Town's agreement with Edward Kraemer and Sons, allowing phase one construction to move forward.
  • Sept. 17, 2013 Town Council meeting: Town staff provides an update on progress and costs.
  • July 2, 2013, Town Council meeting: Town Council voted to enter into an intergovernmental agreement with Douglas County regarding funding for the North Meadows Extension. Douglas County agreed to contribute $10.5 million toward the cost of construction package two, the portion of the road that includes the interchange with I-25.
  • May 7, 2013, Town Council meeting: Town Council approved an amendment to the Town's contract with design firm Tsiouovaras Simmons Holderness. The amendment extended the timeline for completing design work, based on building a full interchange at I-25. Accordingly, council also approved an amendment to the Town's contract with general contractor Edward Kraemer and Sons.
  • March 5, 2013, Town Council meeting: Town Council approved an ordinance that authorized the use of eminent domain to acquire certain real property related to this project. This approval does not mean the Town will exercise this power, only that it can, should the need arise.
  • August 28, 2012, Town Council meeting: Staff provided Town Council an update on the project. The project design reached 30 percent completion, as planned. In addition, the first construction cost estimate was completed. Also at this meeting, council approved an agreement with Tsiouvaras Simmons Holderness to complete the final design of the North Meadows Extension. TSH had already completed preliminary designs.
  • May 22, 2012, Town Council meeting: Town Council approved a resolution for the Town to enter a service agreement with Edward Kraemer and Sons Inc., the project's general contractor.
  • May 1, 2012, Town Council meeting:Town Council decided to take the North Meadows Extension over the BNSF railroad. The other option was to go under the railroad. This decision was based on funding and public comment gathered at a public meeting on March 7, 2012.
  • Feb. 28, 2012, Town Council meeting: Staff provided council an update on the progress of the North Meadows Extension. Several activities were underway at the time: right-of-entry requests for preliminary engineering work; Finding of No Significant Impact reevaluation related to value engineering updates; I-25 Interchange Access Request; preliminary design; right-of-way coordination; grant funding requests; coordination of railroad and utilities; and more. Council approved the use of a construction manager/general contractor approach to building the project. This method provides the best value to the Town, because it allows the designer and general contractor to work together. This approach, therefore, saves time.
  • Sept. 13, 2011, Town Council meeting: Staff provided Town Council a preview of the Sept. 15, 2011, open house. During that open house, staff presented the findings of the value engineering study to the public and gained feedback.
  • July 19, 2011, Town Council meeting: Staff provided an overview of the value engineering study and a funding analysis. The scope of the road project had changed significantly since voters approved the 2005 bond issue. Most significantly, it had been decided the road should extend to I-25, leading to an increase in costs.
